When the future writes this chapter of American history it wouldn’t surprise me at all if we’ve just witnessed a Fifth Avenue moment.

BuzzFeed’s report on Thursday that President Trump instructed his one-time attorney, Michael Cohen, to lie to Congress in an attempt to obstruct justice was every bit as stunning as if the President had shot someone in cold blood.

Of course, that’s assuming its true.

Still, I can’t see how anyone who has closely followed the special counsel’s investigation for the last 20 months would be surprised about this latest revelation. More to the point, even casual observers can’t have failed to realize we are witnessing an American presidency in peril.

The BuzzFeed revelation is just the latest in a litany of disclosures in the mainstream media about a string of bad decisions, cover-ups, lies, cons and violations of the law that are making the Trump administration look more and more like a criminal enterprise.

The proof?

Already there are 36 Russia-related indictments and seven convictions on the books. Cooperators like Mike Flynn, Rick Gates and the aforementioned Cohen have provided hours of testimony to the special counsel. In that testimony, they have provided information of investigative value, including the names of witnesses who can corroborate what they said.

Known and possible subjects of investigation like Roger Stone, Jerome Corsi and Donald Trump Jr. have reportedly told associates they expect to be indicted. Others — publicly and behind closed doors — sound increasingly desperate about what exactly the special counsel has uncovered.

No doubt it’s a lot.

And it’s pretty good, too. The latest glimpses we’ve gotten — thanks to the terrific reporting that has been occurring on a near-daily basis over the past two years — confirm that something is up. Something big.

Just a few days ago we were trying to get our heads around the fact that the President of the United States was reportedly under investigation for possibly being an agent of a foreign power. And then there was that bit about Cohen allegedly attempting to manipulate polling data, also at Trump’s request. Now we learn Trump reportedly ordered him to lie to Congress.

In a quarter of a century of service in the FBI, including two-and-a-half years as the National Counterintelligence Executive, I cannot recall a single instance when a President of the United States was suspected of undermining our national security. Or stealing an election. Or even standing on the sidelines as an adversary had its way with us. Even in the wake of Watergate, it wasn’t just absurd to think things like that could happen. It was unthinkable.

And, yet, here we are. The question now is does Mueller have enough to make a case against the President of the United States and stop the madness?

Let’s hope, as Shakespeare noted in the Merchant of Venice, that the “truth will out.”

Still, if there is a case to be made against the President, it shouldn’t happen in the court of public opinion. As well as the media has reported on the special counsel’s investigation, justice, in the end, belongs in his hands. Knowing first-hand his rigorous adherence to the rule of law and how faithfully he strives to uphold his oath to the Constitution, I can attest no one is better suited for the job.

I also know how methodically and precisely he works. His conduct of this investigation has been classic Bob Mueller from the start: Focus on the mission, keep to the facts, and no leaks. And it’s clear he’s on to something. Nearly two years into it there wouldn’t be an investigation if that weren’t the case.

Yes, there’s a lot more to do. It is one thing to know what you know. Quite another to prove it. That’s why the most significant part of the Buzzfeed story wasn’t what Cohen said about the president, but rather the assertion there was a lot of other evidence — witnesses and documents — to support it.

The President saw fit to tell us this morning — yet again — that Cohen is a liar. We already knew that. But good evidence can redeem a bad witness.

Just ask Rudy Giuliani. He knows from his days when he was one of the good guys that the testimony of the worst witness can upend the omertá of even the tightest-lipped family if prosecutors have the evidence to back it up.

  据印度新德里电视台报道,自去年12月底发布罢工预警以来,印度罢工范围从水运和港口工会,扩大到全国总工会。为抗议莫迪政府提出的公共部门企业私有化、拟修订《工会法》等一系列“反劳工”政策,印度全国总工会1月8-9日发起全国大罢工,包括银行业、农业、通讯业、公共服务业等10个印度全国性行业工会组织参与。

  工会称,此次罢工得到了所有主要的政府机构职员以及银行、保险、电信和其他服务部门雇员的支持。全印有约2亿人参与了此次的抗议活动。这是莫迪上台后爆发的第二次规模浩大的示威抗议活动。又一次刷新了世界劳工运动的历史!

  

    印度2亿人大罢工

  这次罢工主要是对莫迪政府1月2日通过的一项新立法的抗议。罢工者抗议莫迪政府提出的公共部门企业私有化、拟修订《工会法》等一系列被罢工者形容为“反国家”“反劳工”的政策,它们被认为会伤害工人和工会的利益。

  印度全国总工会称,政府未能创造足够的就业机会,并且严重忽视了工会提出的12点要求,修订《工会法》等政府决策都违背了工人的利益。工人们认为,政府通过的新法律赋予了中央政府在确认劳工组织方面的自由量裁权,实质上消灭了涉及雇员、雇主和政府的雇佣谈判过程。

  印度工会秘书长 Tapan Sen 批评莫迪政府通过在主要的制造合同中支持私营企业,从而扼杀了公共部门的工作文化和氛围。

  抗议者们提出了提高最低工资和养老金、加强社会保障和失业救助等诉求。工会要求政府颁布《社会保障法》来保护工人利益,并为无组织的运输部门雇员提供24000卢比(逾340美元)的最低工资。

  这次印度大规模罢工处于一个关键的转折点上,爆发的原因实际上是印度社会矛盾积累到一定程度的结果,莫迪政府修订《工会法》只是一个催化剂或者导火索而已。

  印度工会近日表示,全印度七分之一人口(约2亿)参与了为期两天的罢工活动。这大概是人类历史上规模最大的罢工之一。

  全印度基督教会总秘书长John Dayal在接受《亚洲新闻》采访时表示,这是一次非常特殊的行动:这是印度有史以来规模最大的活动之一,每一个细节都是事先策划好的。在John Dayal看来,这次罢工最重要的意义是,它发生在大选前夕,而选举将决定总理莫迪的政治命运。

  

    印度大选添悬念

  8日晚印度人民院(下院)通过一项宪法修正案,为“种姓和宗教中的经济弱势群体”提供10%的教育和政府工作配额,但此举也引起其他“高种姓”族群的强烈不满。

  这不是印度第一次出现人数如此庞大的罢工活动。2015年9月,印度工会曾掀起1.5亿人参与的全国范围的大罢工,涉及公共交通、城市建设、国有银行等行业。印度工商协会估计,罢工造成37亿美元(约合人民币235.6亿元)的经济损失。这两次罢工的诉求很像,抗议总理莫迪提出国企私有化、修改劳动法等改革提议。

  自2014年宣誓就职以来,莫迪就以强硬的姿态推进改革。承诺10年内让人民看到“印度世纪”的莫迪却在任内遭遇两次大范围罢工活动,可见其改革之路并不顺利。

  总体来说,印度的就业机会较少,劳工市场保守,工作岗位一般是子承父业,或以家族、亲友甚至种姓宗教为标准分配。根据《1947劳资纠纷法》规定,员工数量超过一百人的企业,如果要裁员,必须经过政府同意,并且会经历一个漫长的审批程序。莫迪上台后,对此进行大规模的修改,提高就业门槛,允许雇主不经政府允许自行裁员,无疑是动了印度民众的“铁饭碗”。此外,莫迪政府积极推动国有企业私有化,给民众带去“亲财团”而“不顾穷人利益”的印象。

  

  当然,鉴于印度大选即将到来,不排除此次罢工有政治因素的影响。这次罢工的组织者之一印度全国工会大会,是反对党印度国民大会党的全国性工会组织。借罢工向莫迪所在的印度人民党施压、拉动选情,可能也是国大党的一个政治考量。

  在此前进行的印度地方邦选举中,印度人民党在原来执政的中央邦、恰蒂斯加尔邦和拉贾斯坦邦均惨败给国大党,尽管印人党在中央邦、恰蒂斯加尔邦已经连续执政15年。要知道,印人党上次大选四分之三的席位来自八个邦,这次已经输掉了其中三个。印人党输掉大选的可能性在增加。如果此次罢工能令印度人深切体会到莫迪经济政策的失误,无疑对印人党而言是一次打击。不过,若此次罢工只令民众感到生活被扰乱,结果可能恰得其反,令印度选民对组织者产生不满。

    症结在哪里?

  首要原因是印度的贫富差距的极端分化! 近年来印度经济增速很高,却加剧了贫富差距,少数富人越来越富裕,绝大多数的人越来越贫困,返贫成为刻不容缓的巨大难题,束缚了印度的经济改革。

  印度净资产超过100万美元的人高达1520万人,超过1000万美元的人有58.4万人,超过10亿美元的人为2252人,仅次于美中两国,高居世界全球第三,亚洲首富宝座也已经被印度人夺走,他的名字叫穆克什·安巴尼。据统计,印度亿万富豪拥有的净资产相当于印度GDP的58.4%,而世界第二大经济体的亿万富豪拥有的净资产在GDP中的占比只有20.9%,说明印度的财富高度集中在少数人手中,导致富人越富,穷人越穷的后果,使印度多年荣膺一个不光彩的荣誉:全球贫困人口最多的国家。在印度13.24亿人口中,贫困人口超过2亿人,而极端贫困人口高达7300万人,这群人每天的收入低于8.5元人民币(约合1.25美元),这样的收入水平勉强只够我们在路边摊吃一顿简单的早餐。

  

  印度贫富差距极端化的原因很多,最主要的是种姓制度导致的资源与财富错配,即种姓配额严重失调。 印度虽然很早就出台了废除种姓制度的法案,但几千年的传统异常强大,不仅在民间非常盛行,也渗透在政府系统里面,即使莫迪这样的强势总理也不得不向现实低头,从占据了印度多数财富与资源的高种姓群体拔几根毛出来,反哺低种姓群体。
